Long Live Paper - NYTimes.com

LAST week, Education Secretary Arne Duncan declared a war on paper textbooks. “Over the next few years,” he said in a speech at the National Press Club, “textbooks should be obsolete.” In their place would come a variety of digital-learning technologies, like e-readers and multimedia Web sites.

Such technologies certainly have their place. But Secretary Duncan is threatening to light a bonfire to a tried-and-true technology — good old paper — that has been the foundation for one of the great educational systems on the planet. And while e-readers and multimedia may seem appealing, the idea of replacing an effective learning platform with a widely hyped but still unproven one is extremely dangerous.

A renowned expert on reading, Maryanne Wolf, has recently begun studying the effects of digital reading on learning, and so far the results are mixed. She worries that Internet reading, in particular, could be such a source of distractions for the student that they may cancel out most other potential benefits of a Web-linked, e-learning environment. And while it’s true that the high-tech industry has sponsored substantial amounts of research on the potential benefits of Web-based learning, not enough time has passed for longitudinal studies to demonstrate the full effects.

In addition, digital-reading advocates claim that lightweight e-books benefit students’ backs and save schools money. But the rolling backpack seems to have solved the weight problem, and the astounding costs to outfit every student with an e-reader, provide technical support and pay for regular software updates promise to make the e-textbook a very pricey option.

As both a teacher who uses paper textbooks and a student of urban history, I can’t help but wonder what parallels exist between my own field and this sudden, wholesale abandonment of the technology of paper.

For example, when cars began to fill America’s driveways, and new highways were laid across the land, the first thing cities did was encourage the dismantling of our train systems. Streetcar lines were torn up. A result, for many cities, was to rip apart the urban core and run highways through it, which only accelerated the flow of residents, commerce and investment to the suburbs.

But in recent years, new streetcar lines have been built or old systems extended in places like Pittsburgh, Jersey City and Phoenix. They are casting aside a newer technology in favor of an older one.

This lesson of technology-inspired extinction can be retold in many other domains of life: the way phonographs nearly disappeared when the music CD was invented; the rejection of bicycles in the middle of the 20th century; the shuttering of Polaroid factories with the advent of digital cameras.

My point is not that these are all pernicious or reversible developments. On the contrary, we have all benefited from new advances in medicine, communications and computing, even those that displaced familiar technologies.

The Polaroid is a wonderful device for what it is, but it will and should remain a technological novelty. On the other hand, few higher-tech formats deliver the lush sound quality of the vinyl record, and younger generations have recently returned to the format.

In other words, we shouldn’t jump at a new technology simply because it has advantages; only time and study will reveal its disadvantages and show the value of what we’ve left behind.

Which brings us back to paper. With strength and durability that could last thousands of years, paper can preserve information without the troubles we find when our most cherished knowledge is stuck on an unreadable floppy disk or lost deep in the “cloud.”

Paper textbooks can be stored and easily referenced on a shelf. Data are as easy to retrieve from paper as reaching across your desk for a textbook. They are easy to read and don’t require a battery or plug. Though the iPad and e-readers have increasingly better screen clarity, the idea that every time a person reads a book, newspaper or magazine in the near future they will require an energy source is frightening.

The digitization of information offers important benefits, including instant transmission, easy searchability and broad distribution. But before we shred the last of the paper textbooks, let us pause and remember those old streetcars, and how great it would be if we still had them around.

ALEC and corporate fingerprints are all over national push for online learning

A proposed law would require all Minnesota high school students to take at least one online class before graduating.

Last week, this space carried a post recapping the strange brew of education-related measures that had survived their respective legislative committees and were headed to the floors of the state Senate and House. There is much more to be said about one of the more curious measures, House File 2127, sponsored by Burnsville Republican Pam Myhra.

A short refresher: The bill would require all Minnesota students, starting four years from now, to have taken at least one online-only course in order to graduate from high school. As first introduced, it would have allowed those courses to take place in virtual classrooms to be located anywhere and be operated by employees of for-profit companies who might or might not be licensed teachers.

As it moved through various committees, HF 2127 was amended to require all courses be taught by licensed Minnesota educators, offered by approved operators and include digital coursework done in schools. It was massaged into something Minnesota’s larger districts, most of which already offer digital courses, are now OK with, although it will pose myriad challenges in Greater Minnesota.

If it passes, Minnesota will become one of a handful of states to mandate student participation in online learning, which is, to put it mildly, a booming industry in search of customers.

Consider, for example, Tennessee’s adoption last year of the Virtual Public Schools Act, model legislation created by the American Legislative Exchange Council (ALEC), the super-secretive, super-conservative group which has birthed much of the nearly identical anti-labor legislation that has swept through statehouses nation-wide over the last two years.

Yes, ALEC has made appearances in this space, too, but we think the best primer is the one produced by the education advocacy group Parents United. Corporations, foundations and think tanks pay thousands of dollars to join ALEC, which charges lawmakers — most of them Republicans — $50 a year to join.

Lawmakers are treated to expenses-paid policy confabs at ritzy resort destinations where they are given model bills drafted by private-sector participants.

The model law adopted in Tennessee was created by two ALEC committees chaired by executives from two large, for-profit corporate providers of virtual education, Connections Academy and K-12, according to Phi Delta Kappan, via Education Week.

Shortly after passage, K-12 won a no-bid contract from Union County School District to open a school that is in operation this year. Tennessee lawmakers also decided to shutter the state’s successful online education program.

Some 2,000 students applied for admission to the Tennessee Virtual Academy last fall, many of them homeschoolers. Others were recruited at meetings held in Chattanooga’s poorest neighborhoods. The school receives about $5,300 per pupil; K-12’s CEO was paid more than $2.6 million last year and its CFO $1.7 million.

There’s more. According to The New York Times, K-12 was founded by a former banker from Goldman Sachs and pundit William Bennett, Ronald Reagan’s secretary of education and the author of "The Book of Virtues: A Treasury of Great Moral Stories" and bankrolled by disgraced junk bond king Mike Milken.

How, you are wondering, does K-12 do, for about $5,000 a head in Tennessee what Minnesota’s urban districts struggle to do with more than twice that tuition? One of its Arizona programs outsourced the correcting of student essays to India, a practice that apparently didn’t work well and was abandoned.

ALEC is at work on those cost-cutting measures, drafting model bills aimed at collective bargaining, teacher compensation, licensure, local school boards, vouchers, tax credits and a host of other “reforms” that incorporate privatization.

Last fall, Rep. Myhra confirmed to the late, lamented Minnesota Independent that she is an ALEC member. Indeed, she sits on its tax and fiscal policy task force.

K-12, meanwhile, operates four virtual public schools in Minnesota. Connections Academy operates one here.

The Internet? We Built That

Who created the Internet and why should we care? These questions, so often raised during the Bush-Gore election in 2000, have found their way back into the political debate this season — starting with one of the most cited texts of the preconvention campaign, Obama’s so-called “you didn’t build that” speech. “The Internet didn’t get invented on its own,” Obama argued, in the lines that followed his supposed gaffe.

“Government research created the Internet so that all the companies could make money off the Internet.” In other words: business uses the Internet, but government made it happen.

About a week after Obama’s speech, The Wall Street Journal’s Gordon Crovitz took on those lines from Obama’s speech, claiming it was an “urban legend” that the government built the Internet. Credit for the early networking innovations, Crovitz argued, belonged to private-sector companies like Xerox and Apple. It was no accident, he observed, that the Net languished in relative obscurity for two decades until private corporations and venture capitalists turned their focus to it.

So what had once seemed to be a relatively stable narrative grounding has in recent months erupted with all sorts of political tremors. For most of the past two decades, the story of the Internet’s origins followed a fairly standardized plot: the Internet was originally developed by computer scientists whose research was heavily financed by the federal government, most notably through Darpa, the research arm of the Defense Department. Some narratives emphasized the decentralized network architecture designed by Paul Baran to survive a nuclear strike; others gave credit to the British programmer Tim Berners-Lee, whose World Wide Web gave the Internet a more accessible hypertextual layer. And of course there were all those Al Gore jokes.

The renewed political stakes in the details of this origin story are obvious. If you believe Big Government built the most important communications platform of our time, then that success is a powerful riposte to all the standard claims about bureaucratic inefficiencies and incompetence. Government might be able to out-innovate the private sector, given the right focus and commitment (and freedom from being beholden to stockholders). But if you believe that the Internet’s success is largely attributable to the private sector, all the usual libertarian homilies remain untarnished.

So was the Internet created by Big Government or Big Capital? The answer is: Neither. This is what’s most notable about the debate over the Net’s origins: it misses the most interesting part of the story. We live in a world that assumes that the most important and original products in society — bridges, cars, iPads, hospitals, 787s, houses — are created either by states or by corporations. And yet, against all odds, the Internet came from somewhere else entirely.

Like many of the bedrock technologies that have come to define the digital age, the Internet was created by — and continues to be shaped by — decentralized groups of scientists and programmers and hobbyists (and more than a few entrepreneurs) freely sharing the fruits of their intellectual labor with the entire world. Yes, government financing supported much of the early research, and private corporations enhanced and commercialized the platforms. But the institutions responsible for the technology itself were neither governments nor private start-ups. They were much closer to the loose, collaborative organizations of academic research. They were networks of peers.

Peer networks break from the conventions of states and corporations in several crucial respects. They lack the traditional economic incentives of the private sector: almost all of the key technology standards are not owned by any one individual or organization, and a vast majority of contributors to open-source projects do not receive direct compensation for their work. (The Harvard legal scholar Yochai Benkler has called this phenomenon “commons-based peer production.”) And yet because peer networks are decentralized, they don’t suffer from the sclerosis of government bureaucracies. Peer networks are great innovators, not because they’re driven by the promise of commercial reward but rather because their open architecture allows others to build more easily on top of existing ideas, just as Berners-Lee built the Web on top of the Internet, and a host of subsequent contributors improved on Berners-Lee’s vision of the Web.

Now imagine, for the sake of argument, that some Dr. Evil invented a kind of targeted magnetic-pulse device that could home in on peer-produced software; one push of the button, and every single line of code that had been created through open-source collaborative networks would instantly vanish. What would happen if that button were pushed?

For starters, the Internet and the Web would instantly evaporate. Every Android smartphone, every iPad, iPhone and Mac would go dark. A massive section of our energy infrastructure would cease to function. The global stock markets would go offline for weeks, if not longer. Planes would drop out of the sky. It would be an event on the scale of a world war or a pandemic.

In other words, it’s impossible to overstate the importance of peer production to the modern digital world. Peer networks created and maintain the Linux operating system on which Android smartphones are based; the UNIX kernel that Mac OS X and iOS devices use; and the Apache software that powers most Web servers in the world (not to mention the millions of entries that now populate Wikipedia). What sounds on the face of it like the most utopian of collectivist fantasies — millions of people sharing their ideas with no ownership claims — turns out to have made possible the communications infrastructure of our age.

It’s not enough to say that peer networks are an interesting alternative to states and markets. The state and the market are now fundamentally dependent on peer networks in ways that would have been unthinkable just 20 years ago.

Why is this distinction worth making? Why should we avoid the easy explanations of a government-built Internet versus one animated by private-sector entrepreneurs?

One reason is that there is a growing number of individuals and organizations who believe the digital success of peer networks can be translated into the “real” world. Peer networks laid the foundation for the scientific revolution during the Enlightenment, via the formal and informal societies and coffeehouse gatherings where new research was shared. The digital revolution has made it clear that peer networks can work wonders in the modern age. New organizations are using peer-network approaches to attack low-tech problems.

Consider the way Kickstarter has used networks of smaller funders to help solve the problem of supporting creative projects. Only three years old, Kickstarter is now on track to distribute more money this year than the National Endowment for the Arts.

But there is another, more subtle reason to stress the peer-network version of the Internet’s origins. We have an endless supply of folklore about heroic entrepreneurs who changed the world with their vision and their force of will. But as a society we lack master narratives of creative collaboration.

When we talk about change being driven by mass collaboration, it’s often in the form of protest movements: civil rights or marriage equality. That’s a tradition worth celebrating, but it’s only part of the story. The Internet (and all the other achievements of peer networks) is not a story about changing people’s attitudes or widening the range of human tolerance. It’s a story, instead, about a different kind of organization, neither state nor market, that actually builds things, creating new tools that in turn enhance the way states and markets work.

In the lines that followed his “you didn’t build that” comment, Obama managed to champion a collaborative ethos in much more eloquent terms: “The point is, is that when we succeed, we succeed because of our individual initiative, but also because we do things together. There are some things, just like fighting fires, we don’t do on our own. I mean, imagine if everybody had their own fire service. That would be a hard way to organize fighting fires. So we say to ourselves, ever since the founding of this country: you know what, there are some things we do better together.”

Obama is right, of course; life is full of things we do better together. But what the Internet and its descendants teach us is that there are now new models for doing things together, success stories that prove convincingly that you don’t need bureaucracies to facilitate public collaboration, and you don’t need the private sector to innovate.

That should be the story we tell our kids when they ask who invented the Internet. Yes, we should tell them about the long-view government spending that paid the initial salaries, and the entrepreneurs who figured out a way to make the new medium commercially viable. But we shouldn’t bury the lead. The Internet was built, first and foremost, by another network, this one made up not of servers but of human minds: open, decentralized, peer.

On-line education is using a flawed Creative Commons license

Prominent universities are using a nonfree license for their digital educational works. That is bad already, but even worse, the license they are using has a serious inherent problem.

When a work is made for doing a practical job, the users must have control over the job, so they need to have control over the work. This applies to software, and to educational works too. For the users to have this control, they need certain freedoms (see gnu.org), and we say the work is "free" (or "libre", to emphasize we are not talking about price). For works that moght be used in commercial contexts, the requisite freedom includes commercial use, redistribution and modification.

Creative Commons publishes six principal licenses. Two are free/libre licenses: the Sharealike license CC-BY-SA is a free/libre license with (copyleft, and the Attribution license (CC-BY) is a free/libre license without copyleft. The other four are nonfree, either because they don't allow modification (ND, Noderivs) or because they don't allow commercial use (NC, Nocommercial).

In my view, nonfree licenses are ok for works of art/entertainment, or that present personal viewpoints (such as this article itself). Those works aren't meant for doing a practical job, so the argument about the users' control does not apply. Thus, I do not object if they are published with the CC-BY-NC-ND license, which allows only noncommercial redistribution of exact copies.

Use of this license for a work does not mean that you can't possibly publish that work commercially or with modifications. The license doesn't give permission for that, but you could ask the copyright holder for permission, perhaps offering a quid pro quo, and you might get it. It isn't automatic, but it isn't impossible.

However, two of the nonfree CC licenses lead to the creation of works that can't in practice be published commercially, because there is no feasible way to ask for permission. These are CC-BY-NC and CC-BY-NC-SA, the two CC licenses that permit modification but not commercial use.

The problem arises because, with the Internet, people can easily (and lawfully) pile one noncommercial modification on another. Over decades this will result in works with contributions from hundreds or even thousands of people.

What happens if you would like to use one of those works commercially? How could you get permission? You'd have to ask all the substantial copyright holders. Some of them might have contributed years before and be impossible to find. Some might have contributed decades before, and might well be dead, but their copyrights won't have died with them. You'd have to find and ask their heirs, supposing it is possible to identify those. In general, it will be impossible to clear copyright on the works that these licenses invite people to make.

This is a form of the well-known "orphan works" problem, except exponentially worse; when combining works that had many contributors, the resulting work can be orphaned many times over before it is born.

To eliminate this problem would require a mechanism that involves asking _someone_ for permission (otherwise the NC condition turns into a nullity), but doesn't require asking _all the contributors_ for permission. It is easy to imagine such mechanisms; the hard part is to convince the community that one such mechanisms is fair and reach a consensus to accept it.

I hope that can be done, but the CC-BY-NC and CC-BY-NC-SA licenses, as they are today, should be avoided.

Unfortunately, one of them is used quite a lot. CC-BY-NC-SA, which allows noncommercial publication of modified versions under the same license, has become the fashion for online educational works. MIT's "Open Courseware" got it stared, and many other schools followed MIT down the wrong path. Whereas in software "open source" means "probably free, but I don't dare talk about it so you'll have to check for yourself," in many online education projects "open" means "nonfree for sure".

Even if the problem with CC-BY-NC-SA and CC-BY-NC is fixed, they still won't be the right way to release educational works meant for doing practical jobs. The users of these works, teachers and students, must have control over the works, and that requires making them free. I urge Creative Commons to state that works meant for practical jobs, including educational resources and reference works as well as software, should be released under free/libre licenses only.

Educators, and all those who wish to contribute to on-line educational works: please do not to let your work be made non-free. Offer your assistance and text to educational works that carry free/libre licenses, preferably copyleft licenses so that all versions of the work must respect teachers' and students' freedom. Then invite educational activities to use and redistribute these works on that freedom-respecting basis, if they will. Together we can make education a domain of freedom.
